Somebody texted me "Hi its me Josef" and a picture of a guy from a number with the area code 323. (I don't know anybody called Josef, or anybody who looks like that picture OR anybody in California, but when I texted him back, he seemed pretty certain he knew me). I looked this up and apparently it's California. But I live in Canada, is there another 323 in Canada or no?

There will only be one area code 323 in North America, so the California one will be correct. Do a reverse look up at Canada411 and see if it gives his full name and address. The picture may not be him and it may be a scam, so if you are still uncertain, be wary.
