That number could either be a number that is assigned from a Router, since now you can get your own number depending on your I.S.P.(Internet Service Provider) and Router, or it could be a random number from a company. Best thing to do would be if they call again, pick up and ask them, if you have tried calling back and nothing has happened, then you are looking maybe at a phone at a company that will not allow incoming calls but only outgoing calls.
