This morning, the number 1-215-333-7861 called me 5 times within 10 minutes. I looked it up online, and it said that being called by one of these numbers is a common occurrence.

That is Pennsylvania area code. The easiest way to figure out who is calling is this archaic concept called 'answering the phone' A repeated call like that is often a fax machine, so a quick search reveals it IS a fax, for a roofing company in Philadephia:
